Qualifications
1. Character Each candidate must be of good character.
2. Health Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
3. Age
Each candidate must be under 65 years of age on the latest date for receipt of completed Application Forms for the office if they are deemed not to be new entrants to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004.
However, the age restriction of 65 years does not apply to "new entrants" to the Public Service as defined by the Public Service Superannuation (Miscellaneous Provisions) Act 2004. 4. Education, Training, Experience etc.
Each candidate must possess:
· Third level qualification (Degree/Diploma (full-time) Standard) in Business or relevant associated discipline, or Recreational Management; · Minimum of 3 years experience in a management capacity
- Proven experience in managing a business including organisation of customer orientated activities and have proven knowledge and experience in human resources and financial management.
Experience in leisure management, marketing and promotion, while not essential, is desirable.
The ideal candidate will possess the following skills and competencies
· Communication and interpersonal skills; · Good administrative skills, including a competency in the use of IT Systems, together with the ability to interpret and write reports. · Leadership and Team Building skills · Competency in financial management including programme planning and budgeting. · Competency in health and safety requirements

Particulars of Office
1. The office is a wholetime, contract post. The contract will be for a three-year period subject to satisfactory service which will be monitored on a continuous assessment basis in the context of this Council’s Performance Management and Development System.
2. Superannuation:
Persons who become pensionable employees of a local authority are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children).
All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children) in accordance with the terms of the Scheme .
The public Service Superannuation (Miscellaneous Provisions) Act 2004 was passed on 25th March 2004. The act introduces new superannuation and retirement provisions for new entrants to the public service appointed on or after 1st April 2004. In summary, the Act:
* Makes 65 the minimum age at which pension may be paid to a new entrants to the public service.
3. Probation:
Where persons who are not already permanent employees of a Local Authority are appointed, the following provisions shall apply:-
(a) there shall be a period after such appointments take effect, during which such persons shall hold the post on probation;
(b) such period shall be one year but the Manager may, at his discretion, extend such period;
(c) such persons shall cease to hold the post at the end of the period of probation unless during such period the Manager has certified that the service of such persons is satisfactory.
4. Salary: Remuneration will be at the rate of €55,950 per annum. Payment will be made on a weekly basis, in arrears, by means of paypath. The rate of pay will be reviewed in accordance with National Pay Agreements sanctioned by the Minister for the Environment, Heritage and Local Government and approval by the Council.
5. Health:
For the purpose of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment the expense of the medical examination will be refunded to candidates.
6. Date Of Appointment: The Local Authority shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if he/she fails to take up the appointment within such period or such longer period as the Local Authority in its absolute discretion may determine, the Local Authority shall not appoint him/her.
Duties
The General Manager will report to Ennis Town Clerk or his nominee and will be responsible for the efficient and effective management of the Ennis Leisure Complex and will also have an overviewing role in relation to the management of playing pitches, running tracks, playgrounds and other associated facilities in the Ennis Area.
The General Manager will have direct responsibility for all Recreational Facilities under the control and management of Clare Local Authorities in the Ennis Area: advising on staff recruitment, training, motivating, leading and performance appraising; planning and programming; effective communicating with community/sporting groups; marketing; budgetary control; health and safety adherence; performance monitoring; legislative compliance.
The person employed shall be required to carry out such duties in regard to Ennis Leisure Complex and associated recreational facilities in the Ennis Area as may be assigned to him/her from time to time. The General Manager will be a Team Leader. The team will have a staff structure which will deliver team support based on different levels of responsibility for particular functional areas. Notwithstanding the generality of the foregoing, these duties shall include the following:-
(i) To devise and implement management strategies designed to achieve targets, aims and objectives set for each activity or operation. To market and promote the facilities effectively, liaising closely with all customers, schools, clubs, the local community and business groups.
(ii) To undertake the leading role in the management, marketing and development of the facilities promoting the expansion of recreational activity.
(iii) To be responsible for the control, supervision and management of staff;
(iv) To ensure effective rostering of staff to ensure adequate and appropriate staffing levels are maintained at all times.
(v) To provide leadership, motivation, guidance and control for all staff.
(vi) To prepare and submit such reports and information in respect of the operation of designated facilities, services and activities as required by the Council
(vii) To ensure compliance with management policy, financial procedures/regulations, standing orders and any other legislation appropriate to the operation of such facilities (including all industry codes of practice)
(viii) To plan and submit annual Budgets for approval, and to ensure efficient budgetary control
(ix) To ensure efficient and effective management, including the adequate deployment of staff to provide effective customer service at all times. All facilities must at all times be adequately staffed in a cost effective manner with regard to standards of safety and service.
(x) To ensure that the training needs of all subordinate staff are identified and to provide the Council with a detailed training programme on an annual basis
(xi) To review, devise and implement administrative systems and procedures that are appropriate to the needs of the facilities and their operation, and to ensure that they are operated in the most effective manner.
(xii) To ensure that all facilities, activities and services are operated in compliance with the Health & Safety at Work Act, 2005 and any other legislation, guidelines, and industry codes of practice.
(xiii) To ensure that the programme for use of the facility within management policies is operated correctly and marketed effectively.
(xiv) To utilise effectively all available resources to maintain and upkeep plant, equipment, pitches, recreational areas and buildings to the highest possible standard.
(xv) To be responsible for operational shift when staff programming requires or leave is taken.
(xvi) The General Manager will work 39 hours a week. The facilities are open during the day, at evenings and at week-ends. The General Manager will be required to structure his/her working week around the opening hours of the various facilities.
The successful candidate will be required to give his/her consent to the Council to make the necessary enquiries from the appropriate authority to determine his/her suitability to work with children.
In the event of a short-listing exercise being employed, an expert board will examine the application forms and assess them against pre-determined criteria based on the requirements of the position.
